South Sudan’s Justice Minister presents Constitutional Making process bill to Parliament

South Sudan’s  minister of Justice and Constitutional Affairs, Justice Ruben Madol Arol on Monday presented the Constitutional Making process Bill 2022 to Transitional National Legislature Assembly for competence and appropriate action.

“The bill is in conformity with the constitutional legal and political guiding principles objectives and ideals in the Revitalized Agreement on the Resolution of the conflict in the Republic of South Sudan 2018 and the Transitional constitution of the Republic of South Sudan, 2011 as amended” Minister Arol said on Monday while presenting the Constitutional making process bill 2022 to the Parliament.

He said that the process of the bill is to provide for the establishment of a legal framework to govern the process of the permanent constitution making process and to outline the design, form, powers and function of the mechanism to be involved in the permanent constitution making process.

He said that the bill is draft in accordance with provision of Article 6.9 of the Revitalized Agreement on the resolution of the conflict in the Republic of South Sudan 2018, and its provision shall apply to the permanent constitution making process which grant the Revitalized Transitional government of national unity the power to initiate an act to govern the permanent constitution.

 According to the minister the bill has 4 chapters that include preliminary provision (section 1-6), mechanisms of the permanent constitution making process( section 7-32), stages of the constitution making process(section 33) and financial provision( section 34-35).

The Speaker of the Transitional National Legislature Assembly Jemma Nunu Kumba directed the Committee of Justice and Legislature   of the TNLA to study the bill and report back after 21 days.

“The constitutional making process Bill has been  presented and is hereby committed to the committee of Justice and Legislature of the TLNA and the committee shall report to the August house within 21 days “
